In der Beteiligungsforschung und -praxis werden Partizipationsinstrumente – Lehrbücher sprechen von zirka 28 idealtypischen Verfahren und vielen beobachtbaren Mischformen, die von Mediationen bis Open-Space-Konferenzen und von städtischen Online-Bürgerhaushalten bis Kinderbeteiligungen bei Bauprojekten reichen – nach ihrer Leistungsfähigkeit in Bezug auf demokratische Entscheidungsunterstützung, emanzipatorische Inklusion und Aufnahme von lokaler Laienexpertise untersucht, geordnet und angewandt.Im Mittelpunkt dieses Beitrags stehen dem gegenüber das Engineering von neuen Bürgerbeteiligungsinstrumenten für soziale Innovation und digitale Transformation. Soziale Innovationen geben Antworten auf drängende Zukunftsfragen, sie können von Wirtschaft, Politik und Zivilgesellschaft nicht alleine, sondern nur gemeinsam geschaffen und umgesetzt werden. In der digitalen Transformation werden Bürgerinnen und Bürger zu Usern und Co-Kreatoren von (digitalen) Daten, Diensten und Ökosystemen, welche das öffentliche Leben und den öffentlichen Raum betreffen und gestalten.Neue Bürgerbeteiligungsinstrumente mit diesem Profil werden anhand des Anwendungsbeispiels Elektromobilität beschrieben und erklärt. Zum Abschluss wird ein Ausblick auf das Problemfeld Feinstaub und Luftreinhaltung gegeben.AbstractUsusally participation research and practice are analysing, categorising and applying participation instruments regarding the performance they have – in democratic decision-support, emancipatory inclusion and integration of local expertise. Schoolbooks summarise roundabout 28 typical instruments, dealing from mediations to open-space-conferences and from online-participatory-budgets to participations of children in urban planning processes.In contrast, the focus of this article is on engineering of new participation instruments for social innovation and digital transformation. Social innovations give answers to future challenges which only business, politics and civil society can overcome altogether. The digital transformation is changing citizens to users and co-creators of (digital) data, services and eco-systems in the public sphere.New participation instruments with this special kind of profile will be described and explained for the example of electromobility. The last chapter finally gives an outlook on the issue of particulate matter and air pollution control.
