    Annotator-Centered Design: Towards a Tool for Sentiment and Emotion Annotation

    We present a first prototype of the tool SentiAnno, which is an annotation tool specifically designed for sentiment and emotion annotation in structured written texts. To design this tool, we employ the user-centered design (UCD) framework and adapt it by focusing on the annotator, thus phrasing our development approach annotator-centered design. In iterative steps, we gather requirements and feedback from annotators as soon as possible in the development process via various usability engineering methods. We propose that this design process is especially beneficial for challenging and subjective annotation tasks like sentiment and emotion annotation of literary texts. We describe our first iterations and present results of the current prototype. We show how we were able to create functionalities facilitating the annotation process by applying this annotator-centered design approach.

    Design patterns to improve Usability of Text Analytic Tools for Digital Humanists

    Usability of text analytics tools is still a big issue. This paper presents design patterns for tooling for text analytics for Digital Humanities that are specially suited for users who don’t know how to program and therefore enhance usability especially for this target group. The first pattern evolves around availability of the system as a web API. Further we propose a clear and easy workflow to handle data formats because combining different NLP tools often requires significant and complicated work with data formats. Next we present a format to define workflows or NLP pipelines that are only possible because of the aforementioned principles. We suggest to enable clear workflows between programmers and non-programmers to make clear which tasks can be done with and without programming knowledge. Last we propose a system to allow for reuse of code.

    Design of a multi-hazard collaborative system for scenario-based response planning

    Recent natural and man-made disasters have affected multiple disaster management organizations, spanning multiple jurisdictions and countries. Examples are the extreme forest fires in France in 2016 and Portugal in 2017 and widespread flood events in Austria and the Czech Republic in 2013 and in Serbia and Croatia in 2014. Following the initial disaster event, cascading effects can further amplify the degree and complexity of disaster situations. This imposes a high demand of intra- and crossorganizational communication and cooperation - not only during the response phase, but increasingly also in the preparedness phase. An effective coordinated response requires a cohesive situation and risk assessment based on reliable information and a reasonable strategy and plan formulation. Our goal is to design and develop a system for improving response planning strategies and scenario building and facilitating organizational coordination among many actors. The designed solution includes a wide range of support tools to be used operationally by a large variety of stakeholders (firefighting units, medical emergency services, police departments, civil protection units and Command and Control Centres) and was designed with active participation of end users from these fields. In this regard, this work-in-progress paper presents and explains the design methodology chosen, the architecture and tools of the system developed in the ongoing EU H2020 project HEIMDALL.

    Blockchain and the Future of Publishing

    In der sich digital transformierenden Scientific Community stößt das etablierte Publika-tionsmodell an seine Grenzen. So erfordert die Zeitschriftenkrise eine Neubewertung vertrauter Institutionen und Prozesse. Können und sollen elektronische Publikationsformen durch dezentrale Strukturen zugleich die klassischen, reputationsstiftenden Intermediäre verdrängen, oder werden diese durch Anpassung ihrer Geschäftsmodelle wieder zu unverzichtbaren Partnern der Wissen-schaft? Diese Thematik berührt alle Forschenden auf die eine oder andere Weise. Dennoch herrscht viel-fach Unklarheit über die Veränderungen, welche die Digitale Transformation auf diesem Gebiet mit sich bringen wird. In die Möglichkeiten und Grenzen dezentralen, Blockchain-gestützten Publizierens führen drei Vorträge ein, die den Bogen von grundsätzlichen Überlegungen zu kon-kreten Anwendungsbeispielen spannen. In der anschließenden Podiumsdiskussion legen hochran-gige Vertreterinnen und Vertreter unterschiedlichster Stakeholders des Publikationswesens ihre Beurteilung der aktuellen Situation dar und erörtern Chancen sowie Risiken alternativer Wege aus der Krise.

    Resilience in Security and Crises through Adaptions and Transitions

    Currently, there is a tremendous number of communication technology and systems in use. Not only in the private user space, but also in business operations and societal areas, they are deeply involved: Ranging from messaging services or navigation over (critical) SCADA systems to whole digital cities and communities. Consequently, the view on communication networks in security and particularly crisis scenarios becomes inevitable. This paper examines the notions of resilience, adaption and transition within communication networks with a specific focus on crises. Based on a structured literature review, the fundamentals of resilience and communication networks are introduced. The paper then discusses the characteristics of (a) evolvability, accessibility, usability and diversity as well as (b) self-organization, -management, -optimization, - monitoring, -healing and -protection for communication network resilience. Finally, it outlines challenges and potentials of communication network resilience based in the use cases of security and crises.

    Roll-out of a Digital Workplace

    Die Digitalisierung verspricht auch in der zivilen Gefahrenabwehr Vorteile z.B. in Form von schneller Lagebilderstellung, höherer Informationsqualität von Entscheidungsgrundlagen, effizienter Einsatzvorbereitung und Interaktion mit der Öffentlichkeit. Der Workshop IT-Rettung bietet Raum, Forschungserkenntnisse zu präsentieren und zu würdigen sowie fallstudien- und szenarien-orientierte Ergebnisse in einen allgemeinen Kontext einzuordnen.

    The Organic Computing Doctoral Dissertation Colloquium: Status and Overview in 2019

    Today, people are surrounded by smart and connected devices. Gartner Inc. estimated that 8.4 billion devices were connected in the Internet-of-Things worldwide in 2017, reaching 20.4 billion by 2020. The growing number of mobile and embedded devices in combination with the omnipresence of (wireless) network connections facilitates new applications, such as autonomous driving, ambient assisted living / smart home, or Industry 4.0. However, it requires integration of all available, highly specialised, and heterogeneous devices, ranging from embedded sensor nodes to servers in the cloud. Further, the inclusion of data streams with sensor data and web data leads to an increasing complexity in system development. Additionally, as these systems are mobile, changing environmental conditions increase the complexity even further. Organic Computing systems are able to deal with such systems and lower the complexity for their development by introducing methods for integrating adaptiveness and intelligence to computing systems. This workshops brings together PhD students from different research streams related to Organic Computing with the objective to represent the wide field of research in the domain of adaptive and intelligence systems.
