SPIDER: A System of Participatory Information, Decision- Support and Expert Knowledge for Irrigation and River-basin water management

In water scarce regions irrigated agriculture is both the primary consumer and a major polluter and thus, a key to sustainable development. The PLEIADeS9 research project focuses on the optimisation of irrigation water management in an integrated manner by addressing the economic, environmental, technical, social and political dimensions. At the same time, the project actively pursues a synergy of leading-edge technological innovation with participatory approaches. The combined use of new technologies, including Earth Observation, Geographical Information Systems, Decision Support Systems as well as Information and Communication Technologies are key components of SPIDER. The ability of this novel System to provide comprehensive and timely spatial information to support decision-making and management at the farm, irrigation scheme and river-basin level, has been tested in nine pilot schemes. This multi-level approach enables farmers to fine-tune their on-farm irrigation management by information relayed on their mobile phone, while the water authorities are supplied information on the river-basin water status through satellite imagery. Organized with the participation of stakeholders representative of each of these levels, the trial irrigation campaigns promoted transparency of water use, and thus good water governance. This wide perspective provides a powerful framework to consider the use of SPIDER for the resolution of water-related conflicts in water scarce areas.
