Zusammenfassung
The paper describes a new software tool for policy makers which allows (i) to calculate regional energy consumption and CO2 emissions, (ii) to define and run energy and emission scenarios till 2030, and (iii) to assess effects of policy measures on regional energy consumption and CO2 emissions. The tool is designed as a password protected Internet on-line program. Data base and calculation engine run on a central server.
