ECOGEN, a system for on-line registration of notifications and applications supported by data sharing between different authorities

The goal of the ECOGEN project is to convert the former messaging system in accordance with the Swiss Containment Ordinance CO (regulation of 25 August 1999 on the contained use of organisms, SR 814,912) for integration in a new data base. Under the terms of the containment ordinance, all institutes, companies and organisations which intend to carry out activities involving pathogenic organisms or genetically modified organisms belonging to all four groups in a contained system, must notify this activity or apply for a permit. The previous notification system is based on Word forms which are sent simultaneously by e-mail and by post. The signed original is for legal assurance and will continue to be required. These notification messages will then be registered separately with each involved administrative office. This process involves up to nine federal authorities as well as some cantonal authorities. Documents are exchanged between the different agencies either by email or by post, giving rise to a high level of duplication. All in all, the system is complex, time-consuming and prone to error. The newly developed system, called ECOGEN, enables the comprehensive exchange of electronic data between all the involved authorities, from on-line registration of the notification by the project leader, to processing by the different authorities. The on-line registration system ensures simpler, less bureaucratic and faster updating and management of data. Continual updating of data increases transparency and results in simplified, more cohesive workflows between the different authorities who deal with hugely disparate data volumes and differ widely in terms of financial conditions and computer systems. For this reason, data are exchanged in parallel over two different systems: via a Web-based system and via XML files. It has been decided to implement a system based on the Fabasoft-eGov suite with a separate Internet interface for registration of the notifications.
