Zusammenfassung

Public administrations should function efficiently and cost-effectively. This is one of the most convincing arguments mobilised in favour of the introduction of egovernment. Efficiency and cost effectiveness also play a central role in sustainable development. Perhaps precisely for this reason, they present e-government with a wide variety of opportunities. In an effort to exploit these opportunities, a lively discussion has developed with the German Association of Towns and Municipalities (DStGB) within the framework of the focus topic “Public Procurement” of the project “Sustainable ICT” (NIK), an initiative of the German Bundestag carried out by the German Aerospace Centre (DLR). The objective of this discussion is to provide local authorities – which are subject to great pressure to modernise their administrations – with suitable methods and helpful suggestions for ensuring future-oriented – and therefore “sustainable” – development within their administrative structures.
