DEVLOC: a Distributed GIS and Satellite-based Information Service for the Benefit of Urban Planners and Citizens

Urban development policies are of major concern in Europe especially environmental and risk issues are taken into account and always wider territories around urban centres considered. Urban planner’s work and responsibilities are in constant evolution with always more actors to consult, more stakes to take into account and more complex phenomena to monitor. On the other hand, the latest improvements in telecommunication networks, in cartographic webbased services and in satellite-based Earth observation images can bring new perspectives for urban planners. In this framework, the DEVLOC R&D project aims at validating the use of Earth observation derived information and advanced collaborative GIS and web-based services in support to the every-day work of urban planners and decision makers. DEVLOC associates private companies specialised in remote sensing, spatial information processing and GIS applications with university research institutes in the field of sociology and geography. Three representative users with specific interest and stakes are also involved in the definition and the validation phases in order to achieve effective set-up of operational products and services. The work performed in close collaboration with associated users allowed to identify two applications for collaborative work services, concerning the support to concerted urban planning and management of economic zones of activity, as well as two generic needs for Earth-observation derived products consisting in extensive land-use maps and in customised land-use information layers. The first results show that collaborative work services are of main interest for authorities from medium and small agglomerations where the integration of peri-urban areas into urban planning guidelines is a recent issue. For what concerns land use maps, the project has shown that Very High Resolution satellite imagery, such as SPOT5, brings added-value information to urban planners in complement to conventional aerial photographs and land registration maps. Future applications should benefit from the availability of improved resolution satellite imagery and from the implementation at national levels of the INSPIRE Directive, which will increase both the availability of data from and for local authorities as well as the interest of the user communities in geo-information sharing and collaborative work tools and associated services.
