- KonferenzbeitragInformation Requirements on Alternative Measures for the Minimization of the Use of Biocides(Informatics for Environmental Protection - Networking Environmental Information, 2005) Kremers, Horst; Fiedler, Traut; Gartiser, StefanThe German Biocide Law regulates the implementation of the Biocide Guideline 98/8/EG into the Chemicals Legislation (ChemG). The latter prescribes under Section §22, Paragraph 1a), Point 5, that the Competent Authorities for biocides shall make "Information on the physical, biological, chemical and other measures as alternatives or for minimizing the use of biocide products available to the public. “ In the framework of a project funded by the German Federal Environmental Agency (FKZ 203 67 448) the basis for this information obligation is compiled and proposals for realizing open access information in this domain are elaborated. Broadly disperse knowledge provides the basic foundation for the requirement analysis and structural design of a planned information system, whereby the different needs for information and advice of the future users shall be taken into account. Special attention is given to information sources that are relevant to biocide user groups (internet, databases, Standards, labels, institutes, industrial associations, consumer organizations, environmental protection groups, professional experts, etc.). From this, these sources can be systematically and reiteratively evaluated and provided in a stakeholder / life-situation oriented structure. The focus of this presentation is on information structure, process-/workflow, and user group oriented content availability.

- KonferenzbeitragRisiko und Rettung: Die Rolle der Informatik in den Phasen des Desaster Managements(INFORMATIK 2010. Service Science – Neue Perspektiven für die Informatik. Band 2, 2010) Kremers, HorstDer Begriff Risiko ist zentrales Element in allen Phasen des Desaster Managements bei natürlichen und technischen Katastrophen. In diesem Beitrag werden auf der Basis des interdisziplinären Erfahrungsaustausches Methoden der Informatik für Strukturierung, Implementierung und Betrieb entsprechender Informationssysteme aufgezeigt. Die Erarbeitung und Bereitstellung von entscheidungsunterstützenden Informationen ist bei der im Krisenfall typischerweise äußerst hohen Komplexität von Akteuren in den jeweiligen Situationen mit unterschiedlichsten Handlungsanforderungen eine besondere Herausforderung. Die Aspekte der Informationsgesellschaft im Sinne der Bedürfnisse an Information, Kommunikation und Kooperation bedingen nicht nur technische sondern auch innovative rechtliche Entwicklungen auf nationaler und internationaler Ebene.
- KonferenzbeitragSociology of Agents in Sustainable Development(Environmental Communication in the Information Society - Proceedings of the 16th Conference, 2002) Kremers, Horst10 years after the Rio Declaration on Agenda 21, there is still a methodological deficit in the support of active information systems and information systems for action that comprehend the holistic view on the terms information, communication and cooperation. Since participation as a specific type of cooperation is one of the essential differences between pure environmental information processes and the processes required in the Agenda 21, sustainable development in the sense of the Agenda 21 document is to be modeled in terms of behavioral science to a much larger extent compared with recent developments. The role of communication in the different modes and technical realization of interaction of agents in sustainable development is analyzed and structured as well as synthesized in different situations. One mayor advantage of such an approach is the fact, that the completeness of information system models becomes an objective measure at the same time. The formal representations involved are commented with respect to their practical relevance in different situations that require communication of (natural, organizational, artificial etc.) agents. This contribution shows the potential of considering methods and results from behavioral sciences in formalizing information systems for participation and cooperation as required in the Rio Agenda 21 document.
