De; Craveiro, Gisele S.Open Government Data (OGD) is a government policy that is being increasingly adopted by several countries around the world. Despite its growing acceptance, there are still several difficulties both in making OGD available and ensuring it is used effectively by society. A growing body of knowledge has been produced in the last few years in the e-government scientific community to address these problems. This paper conducts a systematic literature re-view on the question of OGD, which is aimed at outlining a knowledge base of the existing scientific literature on OGD produced in the period 2007-2012 that is available in the on-line databases of relevant scientific societies (ACM, AIS, IEEE). In doing so, the paper provides an overview of this knowledge base, and maps out the different research approaches that are being adopted to study OGD, its geographical scope and the application domain they refer to. The results indicate the need of broadening the geographic coverage of OGD studies and also of deepening the discussion of quality criteria for assessing open data.
- KonferenzbeitragAgile Sentiment Analysis for more Responsive Public Relations(Electronic Government and Electronic Participation - Joint Proceedings of Ongoing Research of IFIP EGOV and IFIP ePart 2030, 2013) Cestnik, Bojan; Kern, AlenkaThe constituting e-government organizations like ministries, agencies, funds and councils often have to deal with severe media attention and sometimes more or less justified criticism. In this paper we present an approach that supports the task of managing public relations (PR) between organizations and the news media. The proposed approach is based on agile sentiment analysis of the questions that organizations receive from the journalists and media. Such analysis is relevant for reviewing past events as well as predicting the future happenings. We demonstrate the utility of the proposed approach by analyzing a set of 298 questions received by a public organization from various media in the period from 2007 till 2012. The results confirm that that by incorporating agile sentiment analysis into regular PR workflow organizations can improve their understanding and control of communication with the media and public.

Dieser als Prozessketten bezeichnete Ansatz umfasst mehrere Integrationsprinzipien, bei denen entweder die durchgängige Unterstützung von Wertschöpfungsketten im Unternehmen oder der Abbau von Bürokratieaufwand für Informationsund Meldepflichten im Vordergrund steht. Die Autoren haben Kriterien für die Integration von Business-to-Government-Prozessen zusammengetragen und präsentieren ein Vorgehensmodell für die Analyse und Gestaltung von Prozessketten.
- KonferenzbeitragApplying an Ethical Perspective on Stakeholder Participation in Public E-Service Development(Electronic Government and Electronic Participation - Joint Proceedings of Ongoing Research of IFIP EGOV and IFIP ePart 2028, 2013) Axelsson, KarinIn order to balance between citizen and agency aspects' importance and visibility in public e-service development, the question how to involve different stakeholders is often raised. However, identifying and analyzing several internal as well as external stakeholders in relation to e-government development raises some ethical questions: Who should participate and who should not? For what reasons do we involve stakeholders? What will the result of stakeholder participation and involvement be? In this article empirical findings from an e-government project are revisited and discussed from an ethical perspective. The main conclusion is that we need to consider ethical aspects of stakeholder participation in e-government projects more thoroughly. The ethical discussion in stakeholder participation rhetoric has often been shallow. An important task for e-government researchers is therefore to address this discussion in public e-service development,as the results in terms of quality of the e-services as well as citizen benefits are at stake.
- KonferenzbeitragApproaches for mapping E-government services(Gemeinsam Electronic Government ziel(gruppen)gerecht gestalten und organisieren, 2014) Delafontaine, Serge; Evéquoz, Florian; Schumann, RenéA process cartography, or process map, hierarchically classifies the processes of an organization into meaningful domains. It provides an overview of the operations in the organization, eases the identification of processes and facilitates the communication across departments. Switzerland has defined a unified cartography for E-Government Services (eCH-0145). In this work, we discuss advantages and disadvantages of this cartography by comparing it to related work and applying it to map the processes of a Swiss canton in a proof-of-concept field study. Then, inspired from related work, we introduce the matrix cartography based on a meta-process describing E-Government Services. We provide initial evidence that the matrix cartography can be used as an alternative to eCH-0145. Future work will include further confirming the suitability of the matrix cartography in collaboration with Swiss public administrations.

During this process, governments are under constant pressure to deliver better public services with fewer resources which necessitate the use of confidential evaluation methods for IT investments in e-government in order to guide policy and decision makers and to raise public approval. Despite a various number of evaluation methods, there is still lack of an appropriate method, which takes all perspectives and dimensions into account. The aim of this paper is to investigate the existing state of art dealing with the principle approaches of evaluation of e-government investments by following a comprehensive review of the normative literature and contributing to these works by suggesting guidelines for developing an appropriate model.
- KonferenzbeitragBedarfsermittlung und Informationsaggregation bei der Bürgerberatung 2.0(Vernetzte IT für einen effektiven Staat, 2010) Schwabe, Gerhard; Schenk, Birgit; Bretscher, ClaudiaIn komplexen Lebenslagen benötigen Bürger selbst in Zeiten des Internets eine persönliche Beratung. In Mystery Shoppings zeigte sich, dass die Kommunen bisher keinem strukturierten Beratungsprozess folgen, wie man ihn von kommerziellen Dienstleistern kennt. In diesem Paper wird der in dem Pilotprojekt Bürgerberatung 2.0 entwickelte Bürgerberatungsprozess vorgestellt. Dieses Paper konzentriert sich dabei auf zwei Phasen des Prozesses: Die Bedarfserhebung und die Informationsaggregation. Eine Bedarfserhebung ist in komplexen Lebenslagen notwendig, wenn Bürger zwar ihre Situation beschreiben, aber mangels Vorwissen nicht gezielt Fragen stellen können. Die Informationsaggregation fügt die in einer Suche gefundenen Einzelinformationen so zu einem Gesamtbild, dass der Bürger dann auch handlungsfähig ist. Hierfür wird ein Strukturierungsansatz der relevanten Informationen zu IT-gestützter Bürgerberatung für das Beispiel der Beratung schwangerer Frauen vorgestellt. Diese Informationsstrukturen wurden in einem Prototyp umgesetzt und in einer deutschen Kommune evaluiert. Die durchgehend positiven Evaluierungsergebnisse deuten darauf hin, dass Bürgerinnen eine Bürgerberatung handlungsfähig verlassen, wenn die Ergebnisse einer gemeinsamen Informationssuche mit dem Berater nach den fünf Strukturierungsdimensionen „Themen“, „Orte“, „Zeit“, „Ressourcen“ und „Aktivität“ aggregiert werden.
- KonferenzbeitragBenchmarking E-Government Quality - Whose Quality Are We Measuring?(Electronic Government and Electronic Participation - Joint Proceedings of Ongoing Research of IFIP EGOV and IFIP ePart 2016, 2013) Jansen, Arild; Ølnes, SveinThis paper analyses the results of several years of benchmarking of public online services in Norway. We compare these data, which are showing significant differences in measured quality between small and larger municipalities, with results from a comprehensive survey measuring citizens' satisfaction with public services. Finding that these observed differences are not supported by the user survey, we have to ask: whose quality are we really measuring? Many evaluation systems rely on similar heuristic methods, e.g. the EU's eGovernment benchmark 2012 framework, while the Danish benchmarking system has a different approach. The paper argues for a multi-dimensional approach to evaluation of public websites and gives some suggestions for this.
- KonferenzbeitragDie Beschäftigten der Bundesagentur für Arbeit wurden mit digitalen Dienstausweisen ausgestattet(Vernetzte IT für einen effektiven Staat, 2010) Heuberger, Britta; Lück-Schneider, DagmarDie Bundesagentur für Arbeit (BA), größter Dienstleister am deutschen Arbeitsmarkt hat im Jahr 2008 ihre informationstechnologische Sicherheitsinfrastruktur ausgebaut. Damit wurde nicht nur das Sicherheitsniveau für etliche interne Prozesse erhöht, es wurden zugleich die technischen und rechtlichen Voraussetzungen für behördenübergreifende Vertragsgestaltungen geschaffen. Die Beschäftigten erhielten in diesem Zusammenhang eine multifunktionale Dienstkarte. Neben drei Zertifikaten, die der Anmeldung an Systemen, der Verschlüsselung von Dokumenten und einer elektronischen Signatur dienen, umfasst sie auch Funktionen für Zeiterfassung und Zutrittskontrolle. Der Beitrag beschreibt neben technologischen Grundlagen, welche neuen Infrastrukturmaßnahmen in der BA aufgebaut wurden, wesentliche Schritte des Projektvorgehens sowie einzelne Hintergründe getroffener Entscheidungen. Ferner wird darauf eingegangen, welche Prozesse hiervon bereits jetzt oder aber künftig profitieren werden.
