Der vorliegende Beitrag beschreibt den aktuellen Stand der weitergehenden Arbeit und zeigt auf, in welche thematischen Perspektiven, Domänen und Elemente sich die IT-Wertschöpfung gliedern lässt. Neben einer summarischen Darstellung des methodischen Vorgehens wird das Rahmenwerk an sich beschrieben. Ebenfalls wird die Dokumentation von CIOverview dargestellt, aber auch die Tailoring-Methode als Voraussetzung zur Adaptierung des Kennzahlensystems entsprechend der Wertschöpfungstiefe des IT-Serviceproviders. Ferner wird auf Ausschnitte des Kennzahlensystems eingegangen und der Nutzen von CIOverview thematisiert.AbstractUntil nowadays there is no consensus about how to control and manage IT in enterprises and public administrations. IT governance and management frameworks exist but may be too detailed for the perspective of an ICT value chain and its steering from the CIO perspective. This is why CIOverview was developed. Other reasons were to facilitate IT steering and control and to give IT controlling a new direction. CIOverview is an IT controlling framework for a value chain based steering of IT. The tailoring of the IT value chain enables also the discussion of different business models in the IT service management domain. We also present a key performance indicator system for IT controlling and a tailoring methodology. CIOverview is an open framework and thus merits additional developments and may therefore promote future research perspectives on IT management and IT controlling.

Dies gilt zum einen für die unbefriedigende Synchronisation der Forschung mit Entwicklungen in der Praxis, zum anderen für die unzureichende Verzahnung mit den Methoden der Wirtschaftsinformatik. Ausgehend von dieser Annahme untersucht der Beitrag die historische Entwicklung des IT-Controllings, um daraus Thesen zum Integrationsstand abzuleiten. Die Untersuchung kommt zu dem Ergebnis, dass Hinweise auf – nach wie vor – ungenutzte Integrationspotenziale vorliegen und identifiziert Potenziale einer weiter gehenden Integration. Aus der Analyse identifizierter Integrationspotenziale werden Anforderungen an eine methodenbezogene Integration abgeleitet und die Realisierung von Integrationspotenzialen an zwei Beispielen illustriert.AbstractThe paper is based on the thesis that IT controlling suffers from two integration deficits with regard to its methods base: On the one hand, this is a lack of synchronization between research on IT controlling methods and developments in practice; on the other hand, a lack of integration of IT controlling methods with methods of business and information systems engineering (BISE). Based on this assumption, the paper investigates historical developments in IT controlling research and practice to derive theses about the present state of method integration. The analysis finds indications for further potential for method integration and identifies these potentials. Requirements towards method integration are derived from an analysis of the identified integration potentials and two examples illustrate how to realize further integration.

Im zweiten Teil beschreibt ein leistungsorientiertes IT-Controlling-Konzept in einem dreistufigen Life-Cycle-Modell im Sinne eines Referenzmodells die zentralen Prozesse des IT-Controllings. Abschließend werden der aktuelle Implementierungsstand in der Unternehmenspraxis des deutschsprachigen Raums und der hieraus resultierende Handlungsbedarf anhand einer empirischen Studie aufgezeigt: Die Rolle des IT-Controllers ist im deutschen Sprachraum etabliert, über Ziele, Aufgaben und Prozesse des IT-Controllings herrscht dennoch Uneinigkeit, kostenorientierte Aufgaben und das Berichtswesen dominieren die IT-Controller-Praxis, etablierte betriebswirtschaftliche Methoden des IT-Controllings werden nicht durchgängig in den Unternehmen eingesetzt.AbstractIn the first part the paper depicts central IT controlling terms and selected IT controlling concepts of the last decade. In the second part a performance oriented IT controlling concept describes central processes of the IT controlling concept by using a three step life cycle model in terms of a reference model. Finally some important results from a current survey concerning the development of IT controlling in German speaking countries are given. Based on these facts the paper describes the needs for action in academia and practice: The role of the IT controller has been established in German speaking countries, but there is disagreement concerning targets, tasks and processes of IT controlling, cost oriented tasks and reporting are dominating the practitioner’s work, established economic methods of IT controlling are not consistently used in companies.
