Die Informatik (im Beitrag mit IT bezeichnet) bzw. das IT-Management muss dabei eine zentrale Rolle einnehmen, um die Entwicklung der Digitalisierung in Organisationen umzusetzen. Eine Erkenntnis, die sich im Kontext der Diskussion zu verdichten scheint, ist ein stärkeres Zusammenspiel der IT-Organisation mit den einzelnen Fachbereichen („business“) innerhalb von Organisationen.Das IT-Controlling als Teil der Leistungssteuerung kann dabei nicht unbeteiligt bleiben. So sind Anforderungen an diese Controlling-Spezialisierung zu stellen, die sich durch eine zunehmende Business/IT-Integration begründen. Hier setzt dieser Beitrag an, der mittels einer Expertenbefragung untersucht, inwiefern sich die Rolle und Position des IT-Controllings verändern muss, damit es den Anforderungen einer Integration der IT in die Fachbereiche Rechnung tragen kann. Im Ergebnis wird eine Controlling-Konzeption vorgeschlagen, die diese Anforderungen durch eine interdisziplinäre Ausrichtung, entlang der gesamten Wertschöpfung einer Organisation, berücksichtigt.AbstractDigital transformation is a process that is currently under discussion in practice and science. The IT department and with that IT management has to play a central role by co-implementing new technology and applications in organizations. In this context, the alignment of business and IT has to be discussed and new forms of aligning or rather integrating these two worlds might substitute former processes.IT performance management as a part of the organizational performance management plays an important role. Based on the increasing need for a true integration of business and IT, new requirements arise that consider the integration goals. Therefore, the goal of this paper is to suggest an integration-oriented performance management framework. This framework bases on the value chain and integrates business and IT processes. The framework is derived on the one hand from interviews with experts to analyze in how far the role and position of IT performance management has to change to achieve the requirements of business/IT integration. On the other hand, it bases on established value chain concepts from literature.

Im zweiten Teil beschreibt ein leistungsorientiertes IT-Controlling-Konzept in einem dreistufigen Life-Cycle-Modell im Sinne eines Referenzmodells die zentralen Prozesse des IT-Controllings. Abschließend werden der aktuelle Implementierungsstand in der Unternehmenspraxis des deutschsprachigen Raums und der hieraus resultierende Handlungsbedarf anhand einer empirischen Studie aufgezeigt: Die Rolle des IT-Controllers ist im deutschen Sprachraum etabliert, über Ziele, Aufgaben und Prozesse des IT-Controllings herrscht dennoch Uneinigkeit, kostenorientierte Aufgaben und das Berichtswesen dominieren die IT-Controller-Praxis, etablierte betriebswirtschaftliche Methoden des IT-Controllings werden nicht durchgängig in den Unternehmen eingesetzt.AbstractIn the first part the paper depicts central IT controlling terms and selected IT controlling concepts of the last decade. In the second part a performance oriented IT controlling concept describes central processes of the IT controlling concept by using a three step life cycle model in terms of a reference model. Finally some important results from a current survey concerning the development of IT controlling in German speaking countries are given. Based on these facts the paper describes the needs for action in academia and practice: The role of the IT controller has been established in German speaking countries, but there is disagreement concerning targets, tasks and processes of IT controlling, cost oriented tasks and reporting are dominating the practitioner’s work, established economic methods of IT controlling are not consistently used in companies.
