    Referenzprozessabläufe für Telekommunikationsunternehmen

    Der Telekommunikationsmarkt erfährt substanzielle Veränderungen. Neue Geschäftsmodelle, innovative Dienstleistungen und Technologien erfordern Reengineering, Transformation und Prozessstandardisierung. Mit der Enhanced Telecom Operation Map (eTOM) bietet das TM Forum ein international anerkanntes de facto Referenz-Prozess-Framework basierend auf spezifischen Anforderungen und Ausprägungen der Telekommunikationsindustrie an. Allerdings enthält dieses Referenz-Framework nur eine hierarchische Sammlung von Prozessen auf unterschiedlichen Abstraktionsebenen. Eine Kontrollsicht verstanden als sequenzielle Anordnung von Aktivitäten und daraus resultierend ein realer Prozessablauf fehlt ebenso wie eine Ende-zu-Ende-Sicht auf den Kunden. In diesem Artikel erweitern wir das eTOM-Referenzmodell durch Referenzprozessabläufe, in welchen wir das Wissen über Prozesse in Telekommunikationsunternehmen abstrahieren und generalisieren. Durch die Referenzprozessabläufe werden Unternehmen bei dem strukturierten und transparenten (Re-)Design ihrer Prozesse unterstützt. Wir demonstrieren die Anwendbarkeit und Nützlichkeit unserer Referenzprozessabläufe in zwei Fallstudien und evaluieren diese anhand von Kriterien für die Bewertung von Referenzmodellen. Die Referenzprozessabläufe wurden vom TM Forum in den Standard aufgenommen und als Teil von eTOM Version 9 veröffentlicht. Darüber hinaus diskutieren wir die Komponenten unseres Ansatzes, die auch außerhalb der Telekommunikationsindustrie angewandt werden können.AbstractThe telecommunication market is experiencing substantial changes. New business models, innovative services, and technologies require reengineering, transformation, and process standardization. Enterprise Architecture Frameworks support the transformation by specifying methods, procedures, and reference models. With the Enhanced Telecom Operation Map (eTOM), the TM Forum offers an international de facto reference process framework, based on specific features and requirements of the telecommunication industry. However, this reference framework only offers a hierarchical collection of processes on different levels of abstraction; a control view in terms of a sequential ordering of tasks and hence a real process flow as well as an end-to-end view on the customer are missing. In this paper, we extend the eTOM reference model by reference process flows, in which we abstract and generalize the knowledge about processes in telecommunication companies. With reference process flows, we aim to assist companies in achieving a structured and transparent re-structuring and re-design of their processes. We demonstrate the applicability and usefulness of our reference process flows in two case studies, and evaluate them by means of criteria for reference model evaluation. Our reference process flows have been accepted as a standard by the TM Forum and published as part of eTOM version 9. We further elaborate on those components of our approach which can be applied outside the telecommunication industry.

    Ein Entscheidungsmodell für Cloud-Bursting

    Der Cloud-Markt gliedert sich in Public Cloud-Computing (kommerziell vermarktet) und Private Cloud-Computing (selbst bereitgestellt). Das Konzept des Cloud-Bursting kombiniert Public und Private Cloud: Die Private Cloud (interne Ressourcen) stellt die Rechenkapazität zur Verfügung, aber ein Teil der Nachfrage wird in Public Clouds ausgelagert. Der Artikel stellt ein einfach anzuwendendes ökonomisches Entscheidungsmodell vor, das den optimalen Umfang der internen Kapazität bei und die Kostenersparnis durch Cloud-Bursting bestimmt. Das Modell basiert auf der Optimierung von Erwartungswerten mit stochastischer Workload und ist flexibel bezüglich der Wahl der Verteilung. Zwei empirische Beispiele demonstrieren die Einsetzbarkeit des Modells.AbstractThe cloud computing market divides into public (commercial) and private (self-provisioned) clouds. The concept of cloud bursting combines public and private clouds: The private cloud (internal resources) provides the computational capacity, but a part of the demand is offloaded onto public clouds. This article proposes an easy-to-apply economic decision support model for determining on the one hand the optimal size of the internal capacity for cloud bursting technology, and on the other hand the cost savings. The model uses an expected value approach that considers stochastic workload and is flexible with respect to the distribution choice. Two empirical examples demonstrate the applicability of the model.
