The process requires that the facial data is captured and then compared with stored reference data. In order to obtain better identification and verification performance and to avoid a number of security weaknesses, 3-dimensional facial recognition systems can be used, which outperform in both cases the 2-dimensional systems that are currently used. In this context, an optical 3D face scanning system with structured light projection based on DMD will be introduced, and the performance of the system will be analysed.

- KonferenzbeitragCross-Context Delegation through Identity Federation(BIOSIG 2008: Biometrics and Electronic Signatures, 2008) Peeters, Roel; Simoens, Koen; Cock, Danny de; Preneel, BartWe present in this paper a basic scheme for delegation in a federated setting and two more advanced schemes, transferable and corporated delegation. By transfer- able delegation delegatees are able to delegate the received privileged actions further to someone else. Corporate delegation is delegation within a business context. Our schemes are generic and user-centric. We elaborate on the different procedures to is- sue, accept and revoke mandates in these schemes. Different variations are discussed and their impact on the corresponding procedures is evaluated. For the basic scheme of delegation mandates are used, for more advanced schemes, as the complexity in- creases, use of delegation assertions is proposed.

For this purpose we introduce a modified variant of the electronic voting scheme introduced in [JCJ05] which may be used with European Citizen Cards.
- KonferenzbeitragA Federated Identity Management Architecture for Cross-Border Services in Europe(BIOSIG 2008: Biometrics and Electronic Signatures, 2008) Posch, ReinhardIdentification is the basis for trusted relationships in business as well as in administration. In Europe Member States have developed rules and methods how citizen and businesses are identified electronically. Cross-border applications still suffer from the fact that these methods differ from the legal, from the organisational but also from the technical point of view. Federated and interoperable identity management can contribute to a seamless way of offering electronic services. Taking into consideration that such cross-border services need to fit into the existing structure models and structures of interoperability are discussed with a special focus on the needs of government applications.

Biometrics is seen is a key technology to facilitate more secure and convenient border management. Biometric information in the form of the facial image is already stored in the electronic passports, and from 2009 fingerprints will also be stored. Also from 2009, biometrics will be introduced in the Visa Information System (VIS). The VIS will store facial images and fingerprints of all visa applicants and a check against the stored data will be performed at the border crossing. The use of biometrics makes the concept of automated border crossing feasible. Frontex has studied such systems and found them to perform well. There are, however, several design issues that need to be addressed to make the systems more user friendly.
- KonferenzbeitragImproving Border Control with 3D Face Recognition(BIOSIG 2008: Biometrics and Electronic Signatures, 2008) Welti, Paul; Suchier, Jean-Marc; Busch, ChristophBiometric data have been integrated in all new European passports, since the member states of the European Commission started to implement the EU Council Regulation No 2252/2004 on standards for security features and biometrics in passports. The additional integration of three-dimensional models promises significant performance enhancements for border controls. By combining the geometry- and texture-channel information of the face, 3D face recognition systems provide an improved robustness while processing variations in poses and problematic lighting conditions when taking the photo. To assess the potential of three-dimensional face recognition, the 3D Face project was initiated. This paper outlines the approach, research objectives and achievements of this project: Not only shall the recognition performance be increased but also a new, fake resistant acquisition device have been developed and are currently tested. In addition,methods for protection of the stored template data in the biometric reference are under development.
- KonferenzbeitragInternational Database of Facial Images for Performance and ISO/IEC 19794-5 Conformance Tests(BIOSIG 2008: Biometrics and Electronic Signatures, 2008) Ebinger, Peter; Castro Neves, Margarida; Salamon, René; Seibert, HelmutDigital face images and fingerprint images are included in all newly issued EU passports [Bus06]. Face images stored within electronic passports (ePass) have to conform to ISO/IEC 19794-5 [Inta] which defines a number of quality requirements for facial image data. A software application (QS Software) is used to verify photographic image properties (pose, head/image size, height-to-page ratio, etc.) as well as setup properties (color depth, contrast, brightness, etc.) [Intb]. To ensure reliability and reproducibility of automated facial image processing systems it is necessary to assess the quality of existing software packages. To this end a database of facial image data would be of significant value as a testing base [HSM06]. The goal for project series FIReBIRD (Facial Image REcognition Benchmark In- cluding Realistic Disturbances) is to establish a database of facial images that can be used worldwide for compliance and performance testing and quality verification based on ISO standards. FIReBIRD will be conducted in close cooperation of Fraunhofer IGD and the German Federal Office for Information Security (BSI) and will be carried out in parallel and in international cooperation with the U.S. National Institute of Stan- dards and Technology (NIST) and the British National Physical Laboratory (NPL). After successful completion of a conceptual framework the international database will be built. This facial image database will consist of distinct data sets used by two separate user groups for two different purposes: public test data that is available for algorithm developers and non-public test data for system evaluation accessible only to authorized organizations such as BSI/Fraunhofer IGD, NPL and NIST.
- KonferenzbeitragMulti-view passive 3D face acquisition device(BIOSIG 2008: Biometrics and Electronic Signatures, 2008) Spreeuwers, L.J.Approaches to acquisition of 3D facial data include laser scanners, struc- tured light devices and (passive) stereo vision. The laser scanner and structured light methods allow accurate reconstruction of the 3D surface but strong light is projected on the faces of subjects. Passive stereo vision based approaches do not require strong light to be projected, however, it is hard to obtain comparable accuracy and robustness of the surface reconstruction. In this paper a passive multiple view approach using 5 cameras in a ’+’ configuration is proposed that significantly increases robustness and accuracy relative to traditional stereo vision approaches. The normalised cross correlations of all 5 views are combined using direct projection of points instead of the traditionally used rectified images. Also, errors caused by different perspective deformation of the surface in the different views are reduced by using an iterative re- construction technique where the depth estimation of the previous iteration is used to warp the windows of the normalised cross correlation for the different views.
