- TextdokumentBPMN for Disaster Response Processes(INFORMATIK 2017, 2017) Betke, Hans; Seifert, MichaelThe application of business process management (BPM) methods to disaster response management (DRM) is a frequently discussed issue. Although it is seen as very challenging the potential benefits of BPM-methods to increase effectivity and efficiency in planning and monitoring the several activities of disaster management and their related resources are promising. The use of a standard modelling language like Business Process Model and Notation (BPMN) is recommended because of its prevalence and maturity of available tools. However, the standard set of elements in BPMN is not comprehensible enough to take account of some special requirements of DRM like importance of place-related information or multiple different resources. The research in this paper presents a methodological extension of BPMN based on an ontology of critical DRM-interrelations used to enhance the BPMN meta-model.
- KonferenzbeitragHands2Help – Ein App-basiertes Konzept zur Koordination Freiwilliger Helfer/ Hands2Help – An App-based Concept for Coordination of Disaster Response Volunteers(i-com: Vol. 13, No. 1, 2014) Hofmann, Marlen; Betke, Hans; Sackmann, StefanThe successful overcoming of the flood disaster in Central Germany in summer 2013 can be ascribed not only to several disaster response organizations (e. g. fire fighters, THW, etc.) but also to thousands of on-site disaster response volunteers. However, the decentralized self-coordination of these volunteers by means of social networks evolved as a major problem. It led to useless and even harmful actions and caused many volunteers to appear at overcrowded or closed places of action whereas other sites were in urgent need of additional helping hands. To make such coordination problems manageable in future and to exploit the full potential of disaster response volunteers, system requirements for IT-systems that support volunteer coordination are discussed in this paper. Based on this, a novel and app-based coordination system called Hands2Help is presented which might support incident commanders and control centers in volunteer coordination.
- TextdokumentInformationssysteme im Katastrophenmanagement(INFORMATIK 2017, 2017) Betke, Hans; Lindner, Sebastian; Sackmann, Stefan; Gerstmann, SophieBedingt durch die Verbreitung neuer Informationstechnologien wie sozialer Netzwerke und mobiler Endgeräte werden Behörden und Organisationen mit Sicherheitsaufgaben (BOS) bei Großschadens-lagen vor neue Herausforderungen gestellt, wenn es darum geht, ungebundene, spontane Helfer vor Ort zu koordinieren. Basierend auf einer Analyse der Wirkungszusammenhänge zwischen Kommu-nikation, Koordination und Kooperation werden Voraussetzungen für eine effektive Koordination solcher physischer Helfer untersucht, ein Konzept für eine Systemarchitektur entwickelt und dieses als Grundlage für weitere Forschungen diskutiert.
