- KonferenzbeitragRoadmap of the Prospects of Shaping the Development of Information and Communications Technologies(Environmental Communication in the Information Society - Proceedings of the 16th Conference, 2002) Lahser, Kerstin; Dompke, Mario; Weigmann, UweMotivated by Germany’s ongoing transition from a production-based society to an information-based society, it became obvious – on the one hand – that the implementation of ICT in society poses certain problems with respect to sustainable development – and on the other hand – that ICT applications and their integration into business processes also offer enormous potential for shaping sustainable development. To achieve the aim a dialogue must take place between the business world, the scientific community and policy makers to produce “paths of innovation” for technological, economic and social developments. For this purpose firstly, roadmaps are developed which outline options for concrete, innovative courses of action for shaping sustainable development. And secondly, the instrument of road mapping will be tested within a wide, heterogeneous, cross-sectoral area. The example of a roadmap further explained is about the focus topic Public Procurement. An analysis of trends within the area of public procurement yielded the following priority fields of action: Work and Mobility, Energy-efficient (Office) Terminals, and an area focussing on the sustainability criteria and implementation strategies.
- KonferenzbeitragSustainability and e-Government: How They Go Hand in Hand(Sh@ring – EnviroInfo 2004, 2004) Lahser, Kerstin; Dompke, Mario; Habbel, Franz-ReinhardPublic administrations should function efficiently and cost-effectively. This is one of the most convincing arguments mobilised in favour of the introduction of egovernment. Efficiency and cost effectiveness also play a central role in sustainable development. Perhaps precisely for this reason, they present e-government with a wide variety of opportunities. In an effort to exploit these opportunities, a lively discussion has developed with the German Association of Towns and Municipalities (DStGB) within the framework of the focus topic “Public Procurement” of the project “Sustainable ICT” (NIK), an initiative of the German Bundestag carried out by the German Aerospace Centre (DLR). The objective of this discussion is to provide local authorities – which are subject to great pressure to modernise their administrations – with suitable methods and helpful suggestions for ensuring future-oriented – and therefore “sustainable” – development within their administrative structures.
