    GEORD – An Open Data Warehouse Architecture for Environmental Data

    For the sake of quick implementation, information systems are often tailored towards specific tools for editing, processing and querying of data. They normally have a high structural dependency on the tools used to build them, which usually makes changes to other tools and technologies both difficult and costly. As product cycles in software industry are constantly getting shorter, we have to face the rapid aging of existing tools, while the data involved still show growing longevity. Thus, a stable basement in terms of data, which supports the deployment of various different technologies at the interface level while preserving the internal structures, is of utmost importance. This is even more true in the context of geographical information systems (GIS), which are used for representing spatial contexts of environmental data, such as the sampling of pollution or noise and the water quality of wells, lakes, and rivers. In order to meet the requirements to gather, manage, and exploit various environmental data with complex structures, huge volumes, and geo-referencing, the GEORD architecture was developed in 1992 to suit the purposes of the Vienna City Administration and has been continuously enhanced since then.

    Die Problemstellungen der EDV-Unterstützung des Umweltbereichs in der Öffentlichen Verwaltung erfordern den Einsatz objektorientierter Methoden des Entwurfs, der Datenhaltung und der Programmentwicklung. Bei der Stadt Wien sind zur Zeit mehrere Projekte in Entwicklung, aus denen Erfahrungen in diesem Gebiet gewonnen werden konnten, unter anderem das Wiener Umweltinformationssystem (WUIS), über die berichtet wird Vor allem der Raumbezug umweltrelevanter Datenverarbeitung bedarf in bezug auf den Einsatz der EDV und der Verknüpfung tabellarischer und räumlicher Daten besonderer Überlegungen und spezieller, innovativer Lösungen. The city administration is forced to compile and use an ever-increasing amount of environmental data. The City of Vienna's Environmental Information System (WUIS) is an integrated system of applications, tailor-made to collect, administer, retrieve and present environmental data from a variety of sources under one uniform interface (environmental data warehouse). The dual character of factual data on the one hand, which are stored in tables, and geographical data on the other hand, which are administered in special nonrelational systems (a kind of layer structure with geometrical and topological features) is a considerable challenge for the system. Special, innovative methods used for modelling the data and the use of a set of functions linking up factual data and GIS data have allowed the development of an easy to use interface.
