    A Hydrological Monitoring, Forecasting and Warning System for Poland

    One of the main issues of the Emergency Flood Recovery Project in Poland is to develop a Hydrological Monitoring, Forecasting and Warning System for the entire country, which will be implemented subsequently by the Institute of Meteorology and Water Management (IMGW) at the Headquarter in Warsaw, and regional branch offices. The main tasks are to provide effective management of the hydro-meteorological monitoring network, promote uniformity of data carrying, streamline and formalize the access to the information used for flood forecast preparation, digital presentation of current meteorological conditions and forecasts. The System of Hydrology (SH), which is going to be developed for the IMGW, is presented in this paper.

    Flood Warnings at the Local Level: Tools and Experiences in Their Implementation

    In recent years, we are observing a change in approach to natural disasters, including floods. It consists of a departure from actions focusing on protection from hazards, in the direction of actions focusing on risk management and on the behavior of inhabitants and crisis intervention forces in hazard situations. These changes mean that flood warning systems are becoming a tool more important than before in flood damage mitigation; their main aim should be to enable citizens to take effective action. In this article, we present experiences from the building of a local warning system in the Klodzko Valley, an area located in southwestern Poland, which is at risk for flash flooding.

    The Hydrological and Meteorological Monitoring, Forecasting and Warning System – Conception and Characteristic

    Paper presents one of the basic elements of the System for Monitoring and Protection of the Country, which is telemetric measurement system at the Institute of Meteorology and Water Management in Poland. The entire project including radar system and lightning detection system was financed from World Bank resources.
