- KonferenzbeitragCO2 Assessment Tool for Communities(Managing Environmental Knowledge, 2006) Bußwald, Petra; Niederl, Franz; Lunzer, Horst; Mehl, WolfgangThe “CO2 Grobbilanz” (communal registers of CO2 emissions) described by this paper is an assessment tool for environmental policy and decision makers in municipalities. The development of the tool was initiated by Klimabündnis Österreich (climate alliance Austria)3 to support member communities in their activities for climate protection. As a first step the tool offers easy CO2 assessment by a large number of integrated statistical data in combination with only few input of the municipality user. Possibilities to adapt the statistical data to the local settings (if known) allow for more precise calculation. Display of all the data shows the influencing factors of a community’s CO2 emissions and thereby fulfils educational purposes. In the future the tool is meant to function as a monitoring and steering tool for CO2 reduction policies.

On this basis, the creation of an appropriate energy strategy can be made more easily. The tool incorporates a generic approach which can be applied to many municipalities. In order to consider demand and supply over time and interdependencies among different energy technologies and available resources a model was developed, which helps optimizing the usage of technologies. Finally, the tool is designed to help finding a reasonable local energy strategy and understanding the impacts of certain actions.
- KonferenzbeitragRESYS-Tool – Ein Werkzeug zur Unterstützung der regionalen Energiewende(EnviroInfo Dessau 2012, Part 2: Open Data and Industrial Ecological Management, 2012) Schriefl, Ernst; Wind, Günter; Lunzer, Horst; Busswald, PetraDas RESYS-Tool ist ein webbasiertes Tool für die Hauptzielgruppe der EnergieberaterInnen, welche gemeinsam mit EntscheidungsträgerInnen aus der Gemeinde bzw. Region maßgeschneiderte Energiewendestrategien erarbeiten. Dem RESYS-Tool liegt ein mathematisches Modell zugrunde, welches die Möglichkeiten einer Gemeinde bzw. Region, ihren Energiebedarf aus lokal verfügbaren erneuerbaren Energiequellen zu decken bzw. ggf. auch Überschüsse zu produzieren, abschätzt – und dabei zahlreiche lokale Faktoren berücksichtigt: Klima, verfügbare Flächen (für Biomasseproduktion, Photovoltaik, Solarthermie) bzw. Ressourcen, aktuelle Energieverbrauchsstruktur, sektorale Energieeinsparpotenziale bzw. -notwendigkeiten, tages-, saisonale und jahreszeitliche Schwankungen und Speicherbedarf zu deren Ausgleich.
