Only better communication can improve environmental political decisions and avoid conflicts between users and protectors of the environment. At the same time, unpopular measures for environmental protection have to be explained to the population. The internet offers the technical possibilities: Information can be exchanged rapidly and without spatial limitation, the costs are affordable for a growing number of private households, the information is easily entered and updated fast. The "InfoNet Umwelt" (InfoNet environment) is planned as a universal environmental information center for the state of Schleswig-Holstein (North Germany). It was established in autumn 1999 and officially released in January 2000. At present 65 organizations with 123 persons from different social groups take part as registered users/authors. They can publish contents with a distributed authoring system (WebGenesis), create their own newsgroups and take part in common agenda and a list of environmental press releases. The contribution presents the concept and the technical implementation of the "InfoNet Umwelt". We discuss the chances and risks of this local information exchange in the light of the current political and administrative situation. After a short overview of other environmental information systems we present an overview of the concept, separated into an organisational and a technical part. The main part of the speech deals with the realisation of the project and actual developments of technics and content.
