- KonferenzbeitragAn Account of Research on Open Government Data (2007-2012): A Systematic Literature Review(Electronic Government and Electronic Participation - Joint Proceedings of Ongoing Research of IFIP EGOV and IFIP ePart 2020, 2013) Novais, Tharsis; Albuquerque, João P. De; Craveiro, Gisele S.Open Government Data (OGD) is a government policy that is being increasingly adopted by several countries around the world. Despite its growing acceptance, there are still several difficulties both in making OGD available and ensuring it is used effectively by society. A growing body of knowledge has been produced in the last few years in the e-government scientific community to address these problems. This paper conducts a systematic literature re-view on the question of OGD, which is aimed at outlining a knowledge base of the existing scientific literature on OGD produced in the period 2007-2012 that is available in the on-line databases of relevant scientific societies (ACM, AIS, IEEE). In doing so, the paper provides an overview of this knowledge base, and maps out the different research approaches that are being adopted to study OGD, its geographical scope and the application domain they refer to. The results indicate the need of broadening the geographic coverage of OGD studies and also of deepening the discussion of quality criteria for assessing open data.
- KonferenzbeitragAgile Sentiment Analysis for more Responsive Public Relations(Electronic Government and Electronic Participation - Joint Proceedings of Ongoing Research of IFIP EGOV and IFIP ePart 2030, 2013) Cestnik, Bojan; Kern, AlenkaThe constituting e-government organizations like ministries, agencies, funds and councils often have to deal with severe media attention and sometimes more or less justified criticism. In this paper we present an approach that supports the task of managing public relations (PR) between organizations and the news media. The proposed approach is based on agile sentiment analysis of the questions that organizations receive from the journalists and media. Such analysis is relevant for reviewing past events as well as predicting the future happenings. We demonstrate the utility of the proposed approach by analyzing a set of 298 questions received by a public organization from various media in the period from 2007 till 2012. The results confirm that that by incorporating agile sentiment analysis into regular PR workflow organizations can improve their understanding and control of communication with the media and public.
- Student PaperAI-based chatbots as enabler for efficient external knowledge management in public administration(7. Fachtagung Rechts- und Verwaltungsinformatik (RVI 2024): Neue Wege der Zusammenarbeit und Vernetzung für digitale Transformation und Verwaltungsmodernisierung, 2024) Wiethölter, Jost; Kühl, Linus; Feldmann, CarstenThis study addresses the pressing issue of staff shortages in German public administrations through the lens of digitalization, focusing on the potential of AI-based chatbots to solve this problem by replacing human labour. Employing a Design Science Research Process (DSRP) methodology, the research synthesizes theoretical foundations and regulatory frameworks to develop a robust chatbot concept. The artifact presented is a comprehensive architectural framework integrating user-centric design, linguistic processing, and regulatory compliance. The proposed artifact navigates complex federal structures and diverse IT infrastructures, promoting accessibility and inclusivity. Implications suggest enhanced efficiency and accessibility in public service delivery for potentially increasing citizen satisfaction and decreasing employee workload. The study underscores the importance of legal compliance and the evolving regulatory landscape in AI deployment. Future research will involve prototyping and evaluating the artifact's performance and applicability throughout the course of the DSRP, thus contributing to the advancement of digital transformation in public administrations.
- KonferenzbeitragApplying an Ethical Perspective on Stakeholder Participation in Public E-Service Development(Electronic Government and Electronic Participation - Joint Proceedings of Ongoing Research of IFIP EGOV and IFIP ePart 2028, 2013) Axelsson, KarinIn order to balance between citizen and agency aspects' importance and visibility in public e-service development, the question how to involve different stakeholders is often raised. However, identifying and analyzing several internal as well as external stakeholders in relation to e-government development raises some ethical questions: Who should participate and who should not? For what reasons do we involve stakeholders? What will the result of stakeholder participation and involvement be? In this article empirical findings from an e-government project are revisited and discussed from an ethical perspective. The main conclusion is that we need to consider ethical aspects of stakeholder participation in e-government projects more thoroughly. The ethical discussion in stakeholder participation rhetoric has often been shallow. An important task for e-government researchers is therefore to address this discussion in public e-service development,as the results in terms of quality of the e-services as well as citizen benefits are at stake.
- KonferenzbeitragApproaches for mapping E-government services(Gemeinsam Electronic Government ziel(gruppen)gerecht gestalten und organisieren, 2014) Delafontaine, Serge; Evéquoz, Florian; Schumann, RenéA process cartography, or process map, hierarchically classifies the processes of an organization into meaningful domains. It provides an overview of the operations in the organization, eases the identification of processes and facilitates the communication across departments. Switzerland has defined a unified cartography for E-Government Services (eCH-0145). In this work, we discuss advantages and disadvantages of this cartography by comparing it to related work and applying it to map the processes of a Swiss canton in a proof-of-concept field study. Then, inspired from related work, we introduce the matrix cartography based on a meta-process describing E-Government Services. We provide initial evidence that the matrix cartography can be used as an alternative to eCH-0145. Future work will include further confirming the suitability of the matrix cartography in collaboration with Swiss public administrations.

- Research PaperAutomated integration of mission reports for fire and civil protection into a central data and collaboration space(7. Fachtagung Rechts- und Verwaltungsinformatik (RVI 2024): Neue Wege der Zusammenarbeit und Vernetzung für digitale Transformation und Verwaltungsmodernisierung, 2024) Ballmes, Kim; Wimmer, Maria A.Fire brigade operations centers and public safety answering points are important actors in fire and civil protection. Part of their work, as an emergency response service, is the creation, management and evaluation of mission reports along rescue events. While the coordination of these parties in joint missions is of utmost importance, the detailed reporting of the rescue events is likewise mandatory and necessary to keep track of the happenings and resources on site as well as to maintain traceability. In Germany, on the federal state level, common standards and harmonized terminology regarding data on the management, coordination and format of resources used in civil protection are still lacking. Some federal states, administrative districts have even established their own workflows and formats for mission reports, hampering interoperability and making aggregation of data and statistics on missions of actors in fire and civil protection cumbersome and costly. To overcome these challenges, we develop a concept for a common format and handling of mission reports for the federal state Rhineland-Palatinate and their automatic integration into the central data portal BKS-Portal.rlp. Desk research and interviews are used to gather requirements, followed by developing a prototype using SCRUM.
- KonferenzbeitragBasic Approaches for the Evaluation of IT-Investments in E-Government: A Literature Review(Electronic Government and Electronic Participation - Joint Proceedings of Ongoing Research of IFIP EGOV and IFIP ePart 2014, 2013) Palka, Wolfgang; Gülümser, Yigitel; Jurisch, Marlen C.; Wolf, Petra; Krcmar, HelmutElectronic government (e-government) investments are made to help governments transform service delivery in a way that they fulfill their obligations to stakeholders in the most efficient and cost effective way. During this process, governments are under constant pressure to deliver better public services with fewer resources which necessitate the use of confidential evaluation methods for IT investments in e-government in order to guide policy and decision makers and to raise public approval. Despite a various number of evaluation methods, there is still lack of an appropriate method, which takes all perspectives and dimensions into account. The aim of this paper is to investigate the existing state of art dealing with the principle approaches of evaluation of e-government investments by following a comprehensive review of the normative literature and contributing to these works by suggesting guidelines for developing an appropriate model.
