- ZeitschriftenartikelEngineering von Neuen Bürgerbeteiligungsinstrumenten am Beispiel von Elektromobilität, Feinstaub und Luftreinhaltung(HMD Praxis der Wirtschaftsinformatik: Vol. 54, No. 4, 2017) Fröschle, NorbertIn der Beteiligungsforschung und -praxis werden Partizipationsinstrumente – Lehrbücher sprechen von zirka 28 idealtypischen Verfahren und vielen beobachtbaren Mischformen, die von Mediationen bis Open-Space-Konferenzen und von städtischen Online-Bürgerhaushalten bis Kinderbeteiligungen bei Bauprojekten reichen – nach ihrer Leistungsfähigkeit in Bezug auf demokratische Entscheidungsunterstützung, emanzipatorische Inklusion und Aufnahme von lokaler Laienexpertise untersucht, geordnet und angewandt.Im Mittelpunkt dieses Beitrags stehen dem gegenüber das Engineering von neuen Bürgerbeteiligungsinstrumenten für soziale Innovation und digitale Transformation. Soziale Innovationen geben Antworten auf drängende Zukunftsfragen, sie können von Wirtschaft, Politik und Zivilgesellschaft nicht alleine, sondern nur gemeinsam geschaffen und umgesetzt werden. In der digitalen Transformation werden Bürgerinnen und Bürger zu Usern und Co-Kreatoren von (digitalen) Daten, Diensten und Ökosystemen, welche das öffentliche Leben und den öffentlichen Raum betreffen und gestalten.Neue Bürgerbeteiligungsinstrumente mit diesem Profil werden anhand des Anwendungsbeispiels Elektromobilität beschrieben und erklärt. Zum Abschluss wird ein Ausblick auf das Problemfeld Feinstaub und Luftreinhaltung gegeben.AbstractUsusally participation research and practice are analysing, categorising and applying participation instruments regarding the performance they have – in democratic decision-support, emancipatory inclusion and integration of local expertise. Schoolbooks summarise roundabout 28 typical instruments, dealing from mediations to open-space-conferences and from online-participatory-budgets to participations of children in urban planning processes.In contrast, the focus of this article is on engineering of new participation instruments for social innovation and digital transformation. Social innovations give answers to future challenges which only business, politics and civil society can overcome altogether. The digital transformation is changing citizens to users and co-creators of (digital) data, services and eco-systems in the public sphere.New participation instruments with this special kind of profile will be described and explained for the example of electromobility. The last chapter finally gives an outlook on the issue of particulate matter and air pollution control.
- TextdokumentReal-world application benchmark for QAOA algorithm for an electromobility use case(INFORMATIK 2022, 2022) Federer,Marika; Müssig,Daniel; Lenk,Steve; Lässig,JörgTo reduce $CO_2$ emissions in the mobility sector, battery electric service vehicles might play an important role in the future. Here, an optimal charging scheduling use case will be presented which includes local solar power generation for minimizing the power grid usage for electric service vehicles. Different formulations of the use case are given to illustrate the differences for classical and quantum-based optimization using a mixed integer linear program and a quadratic unconstrained binary optimization program, respectively. Addtionally, we study the complexity of our benchmark experiments by characterizing the respective QUBO matrices and the optimization landscapes. It is shown how the setting of the parameters of a certain experiment and its penalty function influences the complexity for a quantum-based optimizer. Additionally, we present a comparison of the computing times and summarize the current state of gate-based quantum computing for electromobility.
