As this paper points out, it is becoming ever more important to look at intermediate and thinly populated regions like towns and rural areas as arenas for digital innovation. By following a multi-phase research process, the authors examine towns’ highly individual needs in an exploratory way, derive key aspects from recent literature that can serve to mitigate or solve their problems, and present an open innovation process by way of integrating local context factors, local stakeholders, and suitable information and communication technology solutions. The objective is to develop a first digital innovation approach in a field that has so far been scarcely considered. The authors conduct a case study, which demonstrates the applicability and effectiveness of their innovation approach in a small town in southern Germany and derive first important lessons learned. Thereby, the concept of an innovation ecosystem reveals a promising solution to face the challenges of the investigated town.

This is because traditional approaches fail to cope with emerging requirements in innovation projects, e.g., the vertical and horizontal integration of strategic partners within and across the company’s value network. However, to maintain their competitive advantage, companies seek a constant and sustainable development of their product and service portfolio. In this context, knowledge work plays an important role in the collaborative development of innovative product and service ideas. For that reason, knowledge workers need systematic support regarding both methodological and operational challenges. The concept of Adaptive Case Management emerged from the necessity to support knowledge workers in unpredictable and highly creative working environments, especially in the field of Business Process Management. Therefore, the contribution shows, both from a conceptual and technological point of view, how to combine those approaches to support knowledge workers in dynamic innovation projects. To test the validity of the concept, a software prototype serves as the foundation for interviews with experts of the innovation department of a large international industrial company.

Der Artikel erklärt die Grundlagen und Ursprünge, die dazu führen, dass die Offenlegung von Daten einen Wettbewerbsvorteil bringt. Gleichzeitig wird herausgearbeitet, welche Herausforderungen daraus entstehen und welche Voraussetzungen eine Organisation schaffen muss, damit eine solche Öffnung wirklich erfolgreich wird. Openness and a new error culture make far-reaching collaborations possible when using data in the context of digitization, which are still rarely practiced in Germany. The article explains the fundamentals and origins that lead to the disclosure of data providing a competitive advantage. At the same time, it elaborates which challenges arise from this and which prerequisites an organization must create in order for such an opening to be truly successful

Anhand einer Case Study Analyse wird gezeigt, wie politische Parteien vom digitalen Wandel profitieren und Online Plattformen gezielt für eine bessere Kommunikation mit Bürgern einsetzen können. Eine quantitative Befragung unter jenen, die mit der Partei digital zusammenarbeiten, zeigt, dass sich eine homogene Gruppe von Bürgern an der Initiative beteiligt. Die Teilnehmer wollen die zukünftige Entwicklung des Landes mitbestimmen und weisen ein hohes Maß an politischem Interesse auf. Die Analyse der Umfragedaten weist darauf hin, dass die Plattform-User die Initiative positiv in Hinblick auf Informationsverbreitung und Diskussion unter den Parteimitgliedern bewerten. Basierend auf der qualitativen und quantitativen Analyse des Projektes werden schließlich praxisnahe Implikationen abgeleitet. Die Handlungsempfehlungen sollen Entscheidungsträger in Parteien dabei unterstützen, einen Mehrwert aus einer digitalen Zusammenarbeit mit Bürgern zu generieren. Digital platforms are leveraged to exchange with the external environment, benefit from knowledge of online communities, and lastly to co-create value. Similar to companies that invite customers to share their ideas for product development online, open innovation platforms are used by political parties to exchange with their party members. This article provides empirical evidence on how a political party uses communication technology to co-create a new party program with citizens. A case study analysis shows how political parties can benefit from digital transformation and use online platforms for stimulating communication with citizens. A quantitative survey among platform users indicates that a homogeneous group of citizens participated in the inititative who is politically interested and wants to participate in the future development of the country. Based on the qualititative and quantitative analysis of the initiative, practical implications were derived. These recommendations should help decision-makers to generate added value from collaboration with citizens.
