During this process, governments are under constant pressure to deliver better public services with fewer resources which necessitate the use of confidential evaluation methods for IT investments in e-government in order to guide policy and decision makers and to raise public approval. Despite a various number of evaluation methods, there is still lack of an appropriate method, which takes all perspectives and dimensions into account. The aim of this paper is to investigate the existing state of art dealing with the principle approaches of evaluation of e-government investments by following a comprehensive review of the normative literature and contributing to these works by suggesting guidelines for developing an appropriate model.

GIL-Jahrestagung, Digitalisierung für Mensch, Umwelt und Tier, 2020) Stoinescu, Andrei; Reissig, Linda; Mack, GabrieleSince the shift to direct payments and the growing environmental regulations, the administrative costs for farmers and public administration have increased. The introduction of e-government changed the farmers’ working conditions. For this study, we examined how variables such as the ‘perceived organizational benefits’, ‘organizational characteristics’, ‘organizational usage characteristics’ and ‘perceived characteristics’ influence the administrative burden of Swiss farmers when using e-government. A quantitative survey, as well as qualitative open statements and in-depth interviews were analyzed for this purpose. We found that due to the transition from paper to electronic forms, the administrative workload of about one third of the farmers decreased. Attitude and the skills of the farmers seem to influence the administrative burden the strongest.

It is discussed how fine-tuned collaboration support and public service information transparency and understandability can be designed to enhance government-citizen interactions. The research is contextualised into the COCKPIT project, which aims at providing a governance model for public service design and delivery and a metamodel for public services structural representation.

Different approaches and proposed solutions are thereby addressed in the public debate. Building on that, this paper examines the prevailing understanding of gender in egovernment research by means of a scoping literature review. The results show that although a binary understanding is prevalent in the studies examined, there is by no means a uniform understanding of gender. It has also been shown that gender is often considered in data collection but neglected in analysis. It remains to be seen how egovernment research can respond appropriately to this social discourse without forfeiting scientific principles such as those of consistent definitions.
