- Research PaperAutomated integration of mission reports for fire and civil protection into a central data and collaboration space(7. Fachtagung Rechts- und Verwaltungsinformatik (RVI 2024): Neue Wege der Zusammenarbeit und Vernetzung für digitale Transformation und Verwaltungsmodernisierung, 2024) Ballmes, Kim; Wimmer, Maria A.Fire brigade operations centers and public safety answering points are important actors in fire and civil protection. Part of their work, as an emergency response service, is the creation, management and evaluation of mission reports along rescue events. While the coordination of these parties in joint missions is of utmost importance, the detailed reporting of the rescue events is likewise mandatory and necessary to keep track of the happenings and resources on site as well as to maintain traceability. In Germany, on the federal state level, common standards and harmonized terminology regarding data on the management, coordination and format of resources used in civil protection are still lacking. Some federal states, administrative districts have even established their own workflows and formats for mission reports, hampering interoperability and making aggregation of data and statistics on missions of actors in fire and civil protection cumbersome and costly. To overcome these challenges, we develop a concept for a common format and handling of mission reports for the federal state Rhineland-Palatinate and their automatic integration into the central data portal BKS-Portal.rlp. Desk research and interviews are used to gather requirements, followed by developing a prototype using SCRUM.
- KonferenzbeitragBasic Approaches for the Evaluation of IT-Investments in E-Government: A Literature Review(Electronic Government and Electronic Participation - Joint Proceedings of Ongoing Research of IFIP EGOV and IFIP ePart 2014, 2013) Palka, Wolfgang; Gülümser, Yigitel; Jurisch, Marlen C.; Wolf, Petra; Krcmar, HelmutElectronic government (e-government) investments are made to help governments transform service delivery in a way that they fulfill their obligations to stakeholders in the most efficient and cost effective way. During this process, governments are under constant pressure to deliver better public services with fewer resources which necessitate the use of confidential evaluation methods for IT investments in e-government in order to guide policy and decision makers and to raise public approval. Despite a various number of evaluation methods, there is still lack of an appropriate method, which takes all perspectives and dimensions into account. The aim of this paper is to investigate the existing state of art dealing with the principle approaches of evaluation of e-government investments by following a comprehensive review of the normative literature and contributing to these works by suggesting guidelines for developing an appropriate model.
- KonferenzbeitragDoes e-government contribute to a reduction of farmers’ administrative burden in Switzerland(40. GIL-Jahrestagung, Digitalisierung für Mensch, Umwelt und Tier, 2020) Stoinescu, Andrei; Reissig, Linda; Mack, GabrieleSince the shift to direct payments and the growing environmental regulations, the administrative costs for farmers and public administration have increased. The introduction of e-government changed the farmers’ working conditions. For this study, we examined how variables such as the ‘perceived organizational benefits’, ‘organizational characteristics’, ‘organizational usage characteristics’ and ‘perceived characteristics’ influence the administrative burden of Swiss farmers when using e-government. A quantitative survey, as well as qualitative open statements and in-depth interviews were analyzed for this purpose. We found that due to the transition from paper to electronic forms, the administrative workload of about one third of the farmers decreased. Attitude and the skills of the farmers seem to influence the administrative burden the strongest.
- KonferenzbeitragEvolving Government-Citizen Ties in Public Service Design and Delivery(Electronic Government and Electronic Participation - Joint Proceedings of Ongoing Research of IFIP EGOV and IFIP ePart 2013, 2013) Araujo, Renata; Taher, Yehia; Heuvel, Willem-Jan van den; Cappelli, ClaudiaThis paper discusses ongoing research on how to enforce governmentcitizen ties in collaborative public services design and delivery among citizens and public service providers. It is discussed how fine-tuned collaboration support and public service information transparency and understandability can be designed to enhance government-citizen interactions. The research is contextualised into the COCKPIT project, which aims at providing a governance model for public service design and delivery and a metamodel for public services structural representation.
- TextdokumentHow gender is understood and analyzed in current egovernment research – a scoping literature review(INFORMATIK 2022, 2022) Dhungel,Anna-KatharinaThe division of gender into woman and man is controversially discussed in social discourse. Different approaches and proposed solutions are thereby addressed in the public debate. Building on that, this paper examines the prevailing understanding of gender in egovernment research by means of a scoping literature review. The results show that although a binary understanding is prevalent in the studies examined, there is by no means a uniform understanding of gender. It has also been shown that gender is often considered in data collection but neglected in analysis. It remains to be seen how egovernment research can respond appropriately to this social discourse without forfeiting scientific principles such as those of consistent definitions.
