Zusammenfassung
Unter politischer Partizipation versteht man den Informationsaustausch und die Kommunikation über politische Programme und Sachthemen, die Mitgestaltung politischer Inhalte, das Mitwirken bei Entscheidungsprozessen, die Beteiligung an Abstimmungen über Sachthemen bis hin zur Mitwirkung an Wahlen für politische Mandatsträger. Im Beitrag wird die Pyramide der politischen Partizipation diskutiert, die Prozesskette zu eVoting und eElection erläutert sowie ein Empfehlungssystem für elektronische Abstimmungen und Wahlen vorgestellt, das die unscharfe Logik nutzt. Der Schutz der Privatsphäre der Bürgerinnen und Bürger wird in einem Privacy Setting Framework geregelt. Zudem wird aufgezeigt, wie ein Politcontrolling eingeführt und ein Public Memory sukzessive aufgebaut werden könnte. Neben persönlichen und individuellen Partizipationsrechten sollte eine digitale Gesellschaft auch kollektive Teilnahmeoptionen fördern. Political participation refers to the exchange of information and communication about political programs and topics, the shaping of political content, assisting in decision-making processes, the participation in votes on subjects or to participate in elections for political mandate holders. This contribution will discuss the pyramid of political participation, the process chain for eVoting and eElection as well as a recommender system for electronic voting and election, which uses the fuzzy logic. The protection of the privacy of citizens is regulated in a privacy setting framework. In addition, the implementation of a political controlling process and of a public memory will be demonstrated. Besides personal and individual participation rights, a digital society should also push collective participation options.
