We describe an information technological and legal perspective in order to enable decentralized sustainable generation. For the realization of multi utility markets and virtual power plants we draw on a peer-to-peer infrastructure. We focus on market legal coverage to manage the distributed generation units and we concentrate the consideration on the combination of power and heat.
