This also applies to public administrations where environmental documents are often to be exchanged between different departments or within the same department. However, the documents to be handled in administrational settings are often large in size, different in format and heterogeneous in content and origin. In addition, public administrations often have to support heterogeneous technical infrastructures. Against this background commercial, off-the-shelf document management systems cannot meet the high requirements to manage effectively environmental documents in administrational settings.
