Governments substantiate this with different legal regulations, e.g. regulations concerning packing of consumer goods, batteries, end-of-lifevehicles. To analyse such systems, both economically and ecologically, operational tool s like `Life Cycle Assessment', `Cost-Benefit Analysis' are generally used. However, recycling management systems are subject to change and in order to avoid trial-and-errorprocesses the operational tools have to be supplemented by strategic ones. This contribution introduces a strategic tool for recycling management systems based on system dynamics.
