The user-centric identity model proposed starts with the creation of European Digital Identity Wallets that will enable citizens’ control over their data in identification and authentication processes without control by entities providing the identification services. Likewise digital identities and digital signatures are in place and interoperability between existing solutions mainly based on x509 certificates and decentralized PKI using DID/VC foreseeable. The paper provides various options to address different aspects in combining x509 and DID/VC approaches.

The user-centric identity model proposed starts with the creation of European Digital Identity Wallets that will enable citizens’ control over their data in identification and authentication processes without control by entities providing the identification services. Likewise, with the proposed legal rules for giving legal certainty to electronic ledgers and blockchains, [eIDAS2]opens possibilities to decentralization, especially for the provision and management of user’s attributes. The implementation of qualified trust services for attestations or electronic ledgers limits decentralization by requirement of a trusted 3rd party. Standardization will be key in assuring interoperability at the EU level. What are the challenges and opportunities of eIDAS 2.0? And what are the main focuses and needs of (European) standardization? These and other questions will be analysed and discussed in the paper.

- KonferenzbeitragThe possible impact s of the eIDAS 2.0 digital identity approach in Germany and Europe(Open Identity Summit 2023, 2023) Schwalm, SteffeneIDAS 2.0 introduces the EU Digital Wallet as the eID mean including not only the PID (eID Scheme) but also additional attributes like (qualified) attestation of attributes and gives the control over its identity back to the user in regulated approach. This means that eIDAS 2.0 gives the possibility to provide legal trust on decentralized digital identities in self-sovereign manner by combining existing trust model from eIDAS 1.0 with SSI-approach. The paper describes based on the legal proposal possible impacts of eIDAS 2.0 on German and European identity and trust services in order to provide framework for trustworthy digital transactions in EU and EFTA

A variety of possible uses of distributed ledger technologies in conjunction with the EU digital wallet under the regulatory requirements of eIDAS 2.0 are conceivable and could also lead to broader use of EBSI with the qualified trust service for electronic ledgers.

The planned enhancement of European Blockchain Service Infrastructure approximately 2021-2022 is expected to accelerate these developments based on a scalable, standardized framework. Like any infrastructure or IT-system used for business relevant transactions also in DLT is has to be possible to make decisions and processes evident against 3rd parties such as courts, auditors or regulative authorities. This leads to the challenge to fulfil requirements on a valid records management acc. to current standards [IS20b] [IS16] as well as to preserve the evidences of electronic records as long as they are needed according to current regulations and standards [eIDAS] [ETS19b] [VDG]. Based on international standardization the authors are taking part in, this paper focuses on the challenges and requirements for records management and preservation of evidence in DLT as well as possible solutions and needs for further standardization.
- TextdokumentA service for the preservation of evidence and data – a key for a trustworthy & sustainable electronic business(Open Identity Summit 2017, 2017) Schwalm, SteffenThere is as high need to digitize and automatize business processes as well as to preserve the created electronic records for 2 up to 100 years or more to make business transactions evident against third parties. This requirement is not only mandatory for public administrations but also private companies especially in high regulated industries such as aviation, LifeScience & Pharma or financial sector. According to decade-long retention time it`s a challenge to ensure the availability as well as the preserve the authenticity, integrity, negotiability or reliability of electronic records. A digital archive service based on SOA and current technical standards to preserve all electronic records and their evidences provides a sustainable solution to this challenge. The paper shows based on current standards and the long-term experiences of the author possible solutions and an example of an architecture framework a digital archive service.
- KonferenzbeitragVertrauenswürdige und beweiswerterhaltende elektronische Langzeitspeicherung auf Basis von DIN 31647 und BSI TR-03125(INFORMATIK 2013 – Informatik angepasst an Mensch, Organisation und Umwelt, 2013) Schwalm, Steffen; Korte, Ulrike; Hühnlein, DetlefEs besteht eine hohe Notwendigkeit, nicht nur in der öffentlichen Verwaltung, sondern auch in Unternehmen, Geschäftsprozesse zu digitalisieren und für die elektronischen Dokumente und Daten auch in ferner Zukunft die Lesbarkeit, Verfügbarkeit sowie die Integrität, Authentizität und Verkehrsfähigkeit gewährleisten zu müssen. Besondere Herausforderungen existieren in diesem Umfeld beim dauerhaften Erhalt der Beweiskraft der elektronisch signierten Dokumente. Vor diesem Hintergrund entwickelt der DIN-Arbeitskreis NA 009-00- 15-06 AK „Arbeitskreis Beweiswerterhaltung kryptographisch signierter Dokumente“ den DIN-Standard 31647, der auf der Technischen Richtlinie TR 03215 „Beweiswerterhaltung kryptographisch signierter Dokumente“ des Bundesamtes für Sicherheit in der Informationstechnik (BSI) aufsetzt. Dieser Beitrag stellt die wesentlichen Inhalte und das mögliche Zusammenspiel des DIN-Standards und der BSI-TR-03125 (TR-ESOR) vor.
