So-called quality elements (QE) were proposed by WFD to estimate the water body status. Suitable assessment software computes water body status using measurement data concerning quality elements. The main task of the presented assessment database consists in integrating all results of the different assessment tools within one central database so that assessment data are broadly available to be used in further evaluations. The assessment database application was implemented as an intranet web application, thus taking no special requirements on the client side. Assessment results are managed in a uniform way and combined on the level of each water body to present a status value for the water body, which is reported to the European Union (EU) according to WFD demands.

The measure database supports the generation of river management plans and programmes of measures required by the Water Framework Directive (WFD). The first stage version of the measure database application was designed and implemented as a web application accessible by the responsible authorities and organisations via Internet. Access management with well-defined rights and roles ensures data security. Existing data about measures planned at river water bodies are interactively imported and completed by the project members. The application combines all required information and relations to meet the various evaluation and reporting demands of regional, national, and European reporting tasks. In a second stage the measure database will be extended to a universal instrument for planning, documenting, and financial purposes to support all aspects of measure management covering ideas and funding of measures as well as inspection and monitoring.

Zusammenfassung Von den schleswig-holsteinischen Landesbehörden wurde die Entwicklung einer zentralen Maßnahmendatenbank (MDB) als Web-Applikation initiiert, um die in den Wasserkörpern des Landes geplanten Maßnahmen zu verwalten. Diese Maßnahmendatenbank unterstützt die von der EG-Wasserrahmenrichtlinie (WRRL) geforderte Erstellung von Bewirtschaftungsplänen und Maßnahmenprogrammen, in denen die Maßnahmen zur Verbesserung der Gewässerqualität und zur Verminderung von Defiziten in Hinblick auf definierte Ziele zusammengestellt werden. Die erste Ausbaustufe der Maßnahmendatenbank wurde als Web-Applikation entworfen und umgesetzt, die von allen verantwortlichen Behörden und Organisationen über das Internet genutzt werden kann. Eine Zugriffsverwaltung mit definierten Rechten und Rollen garantiert die Datensicherheit. Bereits existierende Daten über an den Wasserkörpern geplante Maßnahmen werden interaktiv importiert und von den Projektmitgliedern vervollständigt. Die Maßnahmendatenbank kombiniert alle notwendigen Informationen und Beziehungen, um die verschiedenen Auswertungsund Berichtsanforderungen der regionalen, nationalen und EU-bezogenen Berichtspflichten zu erfüllen. In einer geplanten zweiten Ausbaustufe wird die Maßnahmendatenbank-Anwendung zu einem universellen Instrument erweitert, das Informationen und Prozesse zur Planung, Dokumentation und Finanzierung verwaltet, um alle Aspekte des Maßnahmenmanagements von der Maßnahmenidee über die Kosten bis zu Überprüfung und Monitoring zu unterstützen.
