    Einführung von SOS-Diensten für den Austausch®und die Darstellung numerischer Daten in PortalU

    It was the aim of the project to define the possibilities for the usage of SOS services within the german environmental portal (PortalU®). The concept includes both the client side as the server side of the application. Including SOS services shall enable PortalU to access data from the german environmental administration and to provide a way to give access to a visualization across administrative and domain borders. The article reports on the initial requirements and the challenges occuring during the creation of the concept.

    Internetportale der Abfallwirtschaft in Schleswig-Holstein

    The State Agency for Agriculture, Environment and Rural Areas of SchleswigHolstein (LLUR) is obliged to collect, check and process waste management data, which were created locally in different locations in Schleswig-Holstein. This includes the annual reports of the plant operators of waste facilities, which consist of annual information about waste amounts processed in their facilities. Another comprehensive task is to acquire the annual waste balances and fees delivered by the public law parties responsible for waste management. The state agency uses the waste management information system AWIS (Abfallwirtschaftliches Informationssystem) managing all related data. Before web applications had been developed the data were entered locally using special Microsoft Access database applications and similar tools, even paper based hardcopies. These data had to be shipped to the users, back to state agency and then transferred into AWIS. The newly developed web portals support the user-friendly acquisition of waste related data using a normal web browser. These data can be inspected online by the LLUR. The data are also transferred into the AWIS system and can be evaluated and processed using this system. These web application reduced necessary acquisition and management efforts and received therefore a high acceptance by the waste companies and organizations as well as by the experts of the LLUR.

    FIS Gewässer – eine länderübergreifende fachliche und informationstechnische Kooperation

    The European Water Framework Directive (WFD) aims at assessing all water bodies beyond a given size according to unique methodologies, and at deriving measures to protect and improve their quality status. Guidelines for a sustainable water quality and quantity have been defined and measures shall be started by end of 2009, accordingly. By 2015, all the selected natural water bodies must have reached a “good quality” status taking into account both chemical and biological water observations. Against the backdrop of the WFD requirements, but also in order to exploit potentials of efficiency and quality of new IT technologies, the German federal states of BadenWürttemberg, Bavaria and Thuringia have decided to cooperate for the development of the water information system “FIS Gewässer”. Since 2002 FIS Gewässer has been extended and adapted to state-specific deployments. An important role in this cooperative project plays the foundation of a common system architecture as well as the development framework XCNF (Extensible Database Application Configurator) that enables customisation and the implementation of a large portion of state-specific needs just by configuration.

    REACH-IT-Werkzeuge und Workflows für den europäischen Chemikalienvollzug

    REACH is the regulation for Registration, Evaluation, Authorisation and Restriction of Chemicals. It entered into force on 1st June 2007 to streamline and improve the former legislative framework on chemicals of the European Union. REACH places greater responsibility on industry to manage the risks that chemicals may pose to the health and the environment. In principle REACH applies to all chemicals, not only chemicals used in industrial processes but also in our day-to-day life, for example in cleaning products, paints as well as in articles such as clothes, furniture and electrical appliances. The concept of REACH in a short term means: No data – no market! The application of the REACH processes requires the use of several tools or methodologies, existing or developed for the purpose of REACh. To ensure support to all REACH processes, Information Technology tools have been developed to store and exchange information and data on chemicals: REACH-IT, the portal for the management of the workflows, including the pre-registration process, the data base and application of IUCLID 5 International Uniform Chemical Information Database and the website of the European Chemical Agency.

    REACHconnect – Eine Behörde im virtuellen Raum Nationales Helpdesk-Angebot zur Unterstützung der Implementierung von REACH

    REACHconnect is provided by the Federal Environmental Agency and serves in the context of a german federal helpdesk as a support for parties that are involved in REACH1 processes. The goal of the project is to find an appropriate online-platform which will be used to present and discuss topics relevant to REACH. Especially small and medium-sized businesses but also public authorities and the Federal Environmental Agency (internal) as well will benefit from the knowledge exchange generated by this platform. The project started with the definition of requirements needed by the platform and the evaluation of solutions which refer to the concept of Virtual Classroom (VC). As a software solution for this project the software tool “elluminate Live” was selected and rented for the entire project period. The tutors implemented the training of moderators and created a first presentation a “Webinar” in a so-called virtual classroom on the subject “PBT-Assessment in REACH”. In collaboration with the contractor/project partner a “Masterwebinar” was created. Due to the high demand, the “Masterwebinar” has been carried out many times. This first webinar was the starting point for a series of webinars and events on "elluminate Live". All participants showed a great interest in this new kind of seminar design at the Federal Environmental Agency. The webinars were used intensively because of their actual contents and location flexible presentation.

    Die Umweltprobenbank des Bundes im Web

    The German Environmental Specimen Bank (ESB) is a monitoring instrument of the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety. The ESB is managed by the Federal Environment Agency and operated by contracted research institutes and university groups with special competencies in the particular fields. The complete set of data resulting from the routine work of the ESB on environmental and human specimens is compiled, edited and administered in the ESB Information System (ESB IS). Data and information of the ESB IS can be accessed via the public ESB website (http://www.umweltprobenbank.de). The main task of this website is to inform the interested public as well as the scientific community about its goals, topics, and especially about the results of the ESB routine operation and its retrospective analyses of pollution trends. In order to improve its usability and to extend the retrieval functions the concept of the web site was revised in 2009 by the Federal Environment Agency. A new user guidance concept was developed around a set of interlinked fact sheets describing each parameter such as sampling area, source (specimen), and substance.

    Aufbau eines europäischen Bodeninformations-Portals im Rahmen des eContentplus-Projekts GS Soil als Baustein für SEIS auf Basis von PortalU®-Technologie

    The availability and accessibility of environmental information has become a key concern for public and private bodies within Europe in the recent years. The European Environmental Information Directive (EEID, 2003/4/EC), the Directive for establishing an Infrastructure for Spatial Information (INSPIRE, 2007/2/EC) as well as the newest initiatives of the EU like the Shared Environmental Information System (SEIS) and the Single Information Space for the Environment (SISE) emphasizes the European-wide need to improve the access to environmental information. Especially the web-based supply of the huge amount of spatial environmental data deserves particularly attention because high organisational efforts and financial expenses are necessary to improve the access to this kind of data. While the INSPIRE Directive and its Implementing Rules (IR) give the framework to establish a European spatial data infrastructure, vital obstacles in reference to harmonization and interoperability of data and services as well as in reference to the organisational structure are not removed yet. The project GS Soil, which was handed in as proposal in the eContentplus call 2008 in June 2008, aims to make a contribution to remove these obstacles by establishing a European web portal for soil information (GS Soil Portal). Within the project 34 partners from 17 European Member States are involved. Soil data are thereby provided for all 17 states mainly on national level and partly on regional level. InGrid, the technology of the German Environmental Information Portal PortalU®, will be used as technical base in the project. It will be used to build up a European GS Soil Portal, where all decentralized distributed soil information of the 18 states is bundled.
