A fundamental condition for the effectiveness of non-structural methods of flood damage mitigation is knowledge on the part of inhabitants at risk and of crisis intervention forces, concerning the flood hazard and damage mitigation methods. The Internet can be an effective and inexpensive way to disseminate this knowledge; it also enables sharing of experiences in this area. This is confirmed by two years of experience in exploitation of the Great Water portal, prepared by Institute of Meteorology and Water Management as part of the European OSIRIS project2. However, this experience also shows that the activity of portal users must be supported and stimulated by other actions.de
