Goal-setting is one of the most important task managers have to deal with. Several widespread management concepts, like the Balanced Scorecard, use strategic goals. But not in every organization goals are defined in a way, that they can be applied in everyday business to control actions. There are different reasons (e.g. inadequate knowledge) why it could be impossible or undesirable to define specific goals. In such situations the management also needs another instrument to direct processes in the right direction. This paper presents an approach to derive action alternatives from external and internal demands of different kinds of stakeholders. The analysis of e.g. laws can show a direction to lead the processes on. The presented approach uses semantic networks for capturing and structuring these stakeholders’ demands. Thereby not only these requirements are modeled. Our approach also captures the relationships between these demands and internal objects. This allows an evaluation of effects of complying a demand on internal processes and other external demands. So the consequences of actions can be estimated.
