dc.description.abstractInternet-based document management systems are often used to make available a large number of documents to a broad user community. This also applies to public administrations where environmental documents are often to be exchanged between different departments or within the same department. However, the documents to be handled in administrational settings are often large in size, different in format and heterogeneous in content and origin. In addition, public administrations often have to support heterogeneous technical infrastructures. Against this background commercial, off-the-shelf document management systems cannot meet the high requirements to manage effectively environmental documents in administrational settings. This paper presents the DIWA system, an Internet-based environmental document management system which is designed to meet the various different requirements modern public administrations have.de
