Inter-organisatorische Data Governance: Vorschlag eines Rollenmodells für einen kooperativen Datenaustausch im Kontext von Logistik 4.0

Zusammenfassung
Der Austausch von Daten über die eigenen Organisationsgrenzen hinweg ist ein wesentlicher Bestandteil der Digitalisierung und im Zuge von Logistik 4.0 unabdingbar. Wenngleich dieser kooperative Datenaustausch noch in den Kinderschuhen steckt, wird ihm großes Potenzial für Kooperationen von Organisationen zugesprochen. Jedoch birgt der inter-organisatorische Datenaustausch auch Herausforderungen hinsichtlich der Qualität der auszutauschenden Daten, welche auf die Koordinationsfähigkeit der Organisationen zurückzuführen ist. Um diesem Problem adäquat zu begegnen, braucht es neben einer internen auch eine nach außen gerichtete Data Governance, die die Verantwortlichkeiten und Aufgaben klar festlegt. Der vorliegende Beitrag widmet sich daher der Aufgabe, ein einheitliches Verständnis über inter-organisatorische Rollen und deren Aufgabenbereiche zu schaffen. Mittels Literaturanalyse, Experteninterviews und Fokusgruppe wird der aktuelle Stand der Wissenschaft und Praxis dargestellt und die Rollen bzw. Aufgaben speziell für die inter-organisatorische Kooperation herausgearbeitet. Das Ergebnis ist ein Rollenmodell für eine inter-organisatorische Data Governance mit den erweiterten Elementen: Data Space Coordinator, Data Space Board und Data Space Working Team. Dabei ist das inter-organisatorische Rollenmodell ist in einem virtuellen Datenraum eingebettet und zeigt die Integration zur intra-organisatorische Data Governance. The exchange of data across organizational boundaries is an essential component of digitization and indispensable in the course of Logistics 4.0. Although this so-called cooperative data exchange is still in its infancy, it is said to have great potential for cooperation between organizations. However, this inter-organizational data exchange also poses challenges with regard to the quality of the data to be exchanged, which is due to the organizations’ ability to coordinate. In order to adequately address this problem, there is a need not only for internal data governance but also for external data governance that clearly defines responsibilities and tasks. This paper is therefore dedicated to the task of creating a uniform understanding of inter-organizational roles and their areas of responsibility. By means of literature analysis, expert interviews and focus group, the current state of science and practice is presented and the roles or tasks specifically for inter-organizational cooperation are elaborated. The result is a role model for inter-organizational data governance with the extended elements: Data Space Coordinator, Data Space Board and Data Space Working Team. The inter-organizational role model is embedded in a virtual data space and shows the integration to intra-organizational data governance.
