Research has already shown that the respective innovation process is complex and contingent upon specific organizational structures. Managing such innovation processes successfully is difficult. Drawing on assumptions of micropolitical behavior, a framework of innovation arenas is proposed. It supports the analysis of ongoing E-Government projects as well as the ex post investigation of successful or failed projects. Testing this framework in case studies already demonstrates its usefulness for individual actors making strategic choices about change management. Furthermore, the results indicate that many commonly held assumptions about successful change management have to be reconsidered.

- ZeitschriftenartikelBenchmarking E-Government(Wirtschaftsinformatik: Vol. 47, No. 5, 2005) Ostermann, Herwig; Staudinger, RolandE-government benchmarking reports are characterized by their multitude as well as by the dissimilarity of the approaches applied to assessing development. This article will present and compare the research methods and the main results of four selected e-government benchmarking series. Built in this remarks the authors raise the question whether these reports are able to contribute to the realization of benefits inherent in the benchmarking of e-government. It will be demonstrated, that depending on the specification of different system parameters benchmarking series show varying relevance for governments seeking to exercise certain functions. Subsequent to this functional analysis the authors will discuss whether these reports represent an appropriate foundation for governments striving for the implementation of e-government designed in a comprehensive and sustainable manner. For this purpose key elements of e-government are brought together into a holistic evaluation model. Based on this comprehensive approach it is argued that the functionality of the presented benchmarking reports remains confined to certain elements of e-government as well as to certain stakeholders’ views.

The application architecture used in this example can be transferred to many eGovernment scenarios.

Existing evaluation concepts, though, hardly meet these pre-requisites. In this paper we give an overview of approaches and difficulties in evaluating IT-projects in public administration. Current E-Government evaluation approaches and surveys are compared as to their fitness to judge on an actual E-Government project. Based on the E-Government evaluation criteria used for the assessment of the evaluation approaches we develop a process-oriented E-Government evaluation concept which is illustrated in a mini-case.

Reasons are — on the one hand — the federal constitution of the Swiss Confederation. On the other hand, public administrations are concerned about the high initial effort and the corresponding financial investmentS. As a partner in the EU–funded project OntoGov the Swiss Federal Chancellery now takes over an active role in the configuration of E–Government services. With the OntoGov system reference process models are provided at various abstraction layerS. Public administrations can adapt these reference models to their specific needs and make them available for the citizenS. Decisions for designing and adapting reference processes are explicitly modelled using ontologies, making the decision process traceable. Thus, subsequent changes in the reference models can be transferred to all the depending models.
