Existing evaluation concepts, though, hardly meet these pre-requisites. In this paper we give an overview of approaches and difficulties in evaluating IT-projects in public administration. Current E-Government evaluation approaches and surveys are compared as to their fitness to judge on an actual E-Government project. Based on the E-Government evaluation criteria used for the assessment of the evaluation approaches we develop a process-oriented E-Government evaluation concept which is illustrated in a mini-case.

- ZeitschriftenartikelKonsultative Assistenzsysteme für e-Government(Wirtschaftsinformatik: Vol. 47, No. 5, 2005) Thome, Rainer; Schinzer, HeikoConsultative Assistance Systems (CASS) enhance today’s transaction-oriented applications by case-driven, rule-based and interactive components geared towards individual needs of the end-user. ▪CASS supports in the resolution process with rare cases, which are typically complex in nature.▪CASS guides the end-user in finding a solution that covers all legal and economical aspects of each case.▪The example described in this article represents a CASS which supports the complex process of public procurement under the tendering by-laws. The application architecture used in this example can be transferred to many eGovernment scenarios.

Reasons are — on the one hand — the federal constitution of the Swiss Confederation. On the other hand, public administrations are concerned about the high initial effort and the corresponding financial investmentS. As a partner in the EU–funded project OntoGov the Swiss Federal Chancellery now takes over an active role in the configuration of E–Government services. With the OntoGov system reference process models are provided at various abstraction layerS. Public administrations can adapt these reference models to their specific needs and make them available for the citizenS. Decisions for designing and adapting reference processes are explicitly modelled using ontologies, making the decision process traceable. Thus, subsequent changes in the reference models can be transferred to all the depending models.
